Help - Can't Pay Fine

Hello, I’m really stuck and hoping you nice people on here can help me.
About three months ago, I got a fine from a company called Parking Eye Limited after accidentally staying too long in the coffee shop in my local retail park. I checked that they were a legitimate firm, and members of the British Parking Association, so I sent off a cheque for £60. No complaints about this, I know I broke the law and have to pay the fine.
But, I had forgotten that a few days before this happened, I had an email telling me I’d won a million dollars on the Canadian lottery, which was a nice surprise as I don’t remember buying a ticket. Anyway I had to send a £5,000 processing fee to get the money transferred to my UK bank account, and sent a cheque for that, but it took my account over the limit, so the cheque to Parking Eye bounced.
I then had some letters from Parking Eye, who now wanted £100, but I didn’t have the money to pay them. What made it worse was that I had some other savings in cash which I kept in a Peek Frean biscuit tin under the bed, but a 14 year old lad wearing a purple track suit knocked at my door and said he was from the Gas Board, so I let him in to read the meter, and after he had gone I found the tin was empty – I just can’t believe the Gas Board employ such people, but when I rang to complain, they wouldn’t listen.
Now I have received a summons in the post from Northampton County Court, saying I have to pay Parking Eye £165. I’m really at my wits end with what to do about this, I haven’t even got the money to pay the fare to Northampton, which is over 200 miles from me, never mind pay this fine.
Of course, if the lottery money comes through soon, I’ll be easily able to pay them, but it’s been dragging on for quite a while now. I did notice that the email came from an address which ended .ru instead of the usual .co.uk. Does anyone know what this means?

Doris this is an awful story, I don't understand how those nice people at the gas board in their own little world on that TV ad could send a little scumbag to steal your life savings like that. Or how those benevolent saviours of all things parking, Parking Eye could add to you misery by insisting you pay them money either.
But fear not, moneygram me £70 here in Nigeria and I will tell Parking Eye what to do with their charge.
And send another little chap with his hooddy down to read your meter, while you make him a cup of tea.0 -
