Suttons are normally pretty reliable - especially given it's a paid-for offer.
The dispatch schedule for 243965 Lavender (which is the code referenced on the OP) said they were dispatching from 28/04.

None of the gardening websites (Suttons, Thompson and Morgan etc) dispatch particularly quickly because they have to wait for stock from the nursery to be ready to dispatch. I've found it's a pretty unpredictable science as to how many plants they'll have available when.
I tend to allow 3 weeks from when they first said they started dispatching.... Lavender are pretty tolerant to all weathers, so should be fine to plant even if they arrive when the weather is turning (even) warmer
Until I started gardening, I never understood why gardeners would order something months in advance, knowing they wouldn't get it til the next season... Now I do... It's to be at the top of the list for the dispatch time!:T

Came today - neatly packed (like sardines) in a see-thru posting pack that fitted through the letter box. Very small plants - but that's what I expected.0 -

My lavender also came today, they look like very healthy little plugs. They are quite small so think they need to go in pots rather than go straight in the garden.0
