Something other than hairspray to hold hair in place

I have fine hair and its getting in better condition but still blows all over the place, even when its tied back, other women I see seem to just have hair in place whatever the weather, mine seems to get unruly even on a hot day.
I don't want to use loads of products and don't like aerosol hairsprays as they get on my chest. Is there anything out there that holds hair without being sticky or stinking of fumes.

Everyone's hair is unruly on hot days and windy days - some have hair that is lacquered solid so it just doesn't move.
Not sure what to recommend as I never use hair lacquer on my hair.0 -
Mousse it when it's wet? Blow dry and straighten it?

I use dry shampoo, It holds my hair & gives it lots of volume too - It's great!0

My daughter does ballet and has to have her hair in a bun with no stray bits. Hairspray just doesn't do it but the best product I've found (and its used a lot at the school) is VO5 megahold gel spray. Its pump action and brushes out very easily.
My hair is all one length and if I wear it pulled back I tend to spray the product on my hands first then use my hands to pull hair into a pony.
My daughter is also asthmatic but its not like a hair spray so hopefully would be ok for you.

TIGI Bed Head's quite good. Other than that I use a blob of Wella Shockwaves mousse.0
