New employer - no pension

My son 20 has just finished his apprenticeship, stage 2, as a chef with an international hotel chain. He has also been working part time with a food-pub who want him to recruit him full time. Many of the things he wants for the next part of his career are available from the pub so he wants to move there.
He will be on around £8ph with both but get slightly more from the pub but the hotel will be forced to give him the minimum pension shortly while the pub will not have to offer him anything.
He wants to start his own pension and his pay negotiations with the pub are ongoing.
So when will the pub, less than 20 staff, have to give him a pension? Can he just start his own pension and if they pay in will that satisfy the incoming pension requirements?
Is there any benefits in asking for salary sacrifice in a job not far above the minimum wage?
Occasionally, he will be ordering food and in charge so if he can go into the negotiations knowing what is possible he may be able to "help" the pub by sorting out their pension provision early.

The Pub WILL have to give him a pension at some point. If his PP is within AE rules, they can pay in and it will count.0 -
How soon the ew employer will have to set up pensions will depend on how large the company is. Also I belive it is only compulsory for employees earning more than £10,000 p.a.

Like much of pension legislation it is extremely hard to see how this legislation will be enforced except by employees "reporting" their employer.0
