Excel Parking At The Peel Centre, Stockport.

Hi,
I'm new to the forum. I was advised to join by members of a local forum civiCr.com They have been really helpful regarding this matter, which I now want to share with you.
On 20/11/13 I parked my car at the car park at the Peel Centre (Bryan House Car Park) in Stockport. The car park is managed by:- Excel Parking Services Ltd., PO Box 4777, Sheffield, S9 9DJ. The car park is an (ANPR) managed car park. ie Automatic Number Plate Recognition. This means that when buying a parking ticket you have to enter the car's registration number into the ticket machine. When we parked there my wife had difficulty entering the registration number of the car into the machine. For some reason the machine would not accept the registration mark of the vehicle!? Anyway, my wife paid the required amount and she took the ticket issued, assuming that the ticket had been issued correctly. A few weeks later we received a parking fine! I had retained the ticket, which we bought on the day, and so I thought there would be no problem. On seeing a copy of the ticket, the firm still insisted that I had parked illegally on there land. I therefore appealed the decision. The appeal was rejected by POPLA (Parking On Private Land) because the ticket did not show the registration number of the car! I now have to pay a fine of £100.00 within 14 days. If I had not challenged the decision and if I had paid within 14 days of receiving the parking fine notice, the fine would have been £60.00. I do not have the luxury of paying the reduced amount now because I had the audacity to challenge the fine.
Considering that we purchased a ticket to park on the day I still feel that we have been treated unfairly. After all, it was the firm's ticket machine which issued an invalid ticket. Surely this shouldn't happen.
I contacted my MP about this who in turn contacted Excel Parking. However, we have not heard from them. I therefore contacted them today by telephone. They said that they had not received his e-mail. My MP insists that the e-mail was sent and that it did not "bounce" back undelivered. He has since contacted Excel again, on my behalf and is again awaiting their response. The fine of £100 is due to be paid tomorrow.
In the circumstances, I have decided not to pay the alleged fine. Any further advice regarding this matter would be appreciated. Thanks.

Oh dear, Peel/Excel rears it head again.
Two angles for you to work on - we have so many threads exactly the same as yours week-in, week-out, that we really don't provide much bespoke advice on this any more.
So you'll need to do a little bit of research by:
1. Reading the NEWBIES sticky at the top of this forum's index - everything you need to know is in that.
2. Putting Peel Excel into the excellent forum search engine and it will bring up so many links it will keep you busy (and learning how to deal with this) for months to come.
Sorry if this sounds a bit harsh, but we have given all the advice about Peel Excel that can possibly be given. All available as above. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

excel are scum, full stop,we all know their scamming tactics on here, i live local to the peel centre and regurlarly try to educate unsuspecting motorists who park there about excel and their money making scam.do not worry just follow advice given to you on this forum and you will beat this vermin hands down, also tell your mp as to how they make tens of thousands of pounds by scamming the public out of their hard earned cash,,,google michael cutts, he spanked them in court when they picked on the wrong bloke, hope your mp listens because if he/she does they will gain many many votes especially if they get kicked out of the peel centre,,just like they were kicked out of the co-op car park in marple when they tried to fleece all their customers, fortuanately the co-op took action and got rid,,,now go get em.0
