As a general rule; HB is paid to the landlord for social tenants, whilst HB is paid to the tenant for private tenants. Universal Benefit is piloting paying HB directly to social tenants.0 -

That's a lot of sarcasm for someone so clearly ignorant on the subject. Smallpox vaccines came about before there were pharmaceutical companies and the first few were found by individuals not organisations.
The first polio vaccine was found by someone working for a university, not a drug company: Jonas Salk, who had no profit motive for his work.
