Puzzled - help needed

i have had several council tax bills which have been dealt with by Bristow and Sutor - i have been chipping away at these over the past few years and have reduced the debt from £4.5k down to £1.2k - i sent them an email yesterday to get a statement of whats still owed and they emailed back the statements for 3 outstanding amounts which all add up but they have added £75 to each outstanding account saying it is a compliance fee under the new legislation - i need to know what this is and can they add it on to accounts they have been dealing with before the new legislation was bought in
