XDA Forums have some Cyanogenmod 10.1 based ROM's for this tablet which would get you Android Jellybean 4.2.2 rather than Ice Cream Sandwich.0

That has a different screen and battery capacity so probably not.
Either will be painfully slow at times, web browsing would be very frustrating using any browser. If the one in the op's post really has a 7000MAH battery then its best use would be as a cheap movie player on the go. Running only an A13 single core processor battery should last a very long time. It would also play basic games like like angry birds, even Mincraft (As it has a graphics co-processor built into the A13 chip). There are huge numbers of tablets around this range.0 -
Buy a quad core tablet, if you want a reasonable browsing speed.
Cost about £80 from Ebay, but far faster than a single core.0 -
Agreed it will be slow for some apps but for basic use it should be fine0

Most of the time spent browsing is waiting for data to download, not time to render in the browser.
Will be fine for browsing the web.0 -
