2 silly questions

It has been a while since I asked some questions, but here are 2 really silly ones:
1 - My BR details have appeared in the London Gazette (over a month ago), but I haven't seen it in my local paper, does this mean I have missed it, or it could still appear?
2 - Does the OR ask to see new bank accounts, reason I ask this is that on my SOA I had put down items like prescription charges, dentist, some others I cant remember now (on the advice of the CCCS I might add), but so far I have not had to use this money, I would like to keep it to one side because if I do need to go to the dentist it will cost a small fortune and I need to save for this (I have a fear of dentists and only go when I have to and it usually ends up costing a lot even on the NHS). I have an IVA of £50 although I am still waiting for the OR to write to me confirming this and I do not want to loose the above monies which would be used in emergencies.

I've been bankrupt for 7 months and haven't appeared in my local gazette either. Hoping that remains the case! The OR has finished investigating my case and has marked me for early discharge. I have never been questioned re new bank account. Hope this helps.0
