council tax help.

hi all, please help.
it has came to my notice,that my latest council tax bill,is in band C.
I have it would seem that I have been in this band since I bought
this house off the council, in 1998.under the right to buy scheme.
it was valued at the time by an independent valuer at £50000.00.
so should have been in council tax band B.
I got as a long term tenant 50% off the full market value.
so paid £25000.00.
what I would like to know is why didn't the council tell the council tax office, that they sold me the house, that had a market value
of 50k, and put me in the correct band. which is band B.
do you guys think I will get the rebate I am entitled to,
or have I got a problem.

    Council tax is based on the market values from 1991. Band C at that point was for values between £52k and £68k.
    The price you paid in 1998 and the value now have nothing to do with the banding.

    hi the value of my house in 1998,was 50k so that would put it in
    band B. is that correct.

    No.

    It is based on what your house was worth in 1991.

    it was worth less in 1991, I was renting it off the council in 1991.

    How do you know it was worth less? Did the council tell you value every year ?

    I have found out that the house next door was sold for 40k.
    in 1995, so why do you think my house was worth more in 1991.
    it was probably less than 40k.

    In some parts of the country 1998 values were below those of 1991, and in many places 1995 values were the lowest for many years before and after. If the next door was sold for £40K was this RTB and what is their CT band.

    RTB valuations are not open market valuations, they have to exclude tenant's improvements for example.

    Council housing dept has no reason to contact council CT dept. If you want to query your band you need to contact the Valuation Office Agency (part of HMRC).
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales
