Car Parking Partnership parking charge at local hospital

Hi All,
A MSE newbie here!
I received a parking 'invoice' from Car Parking Partnershi.p while parked at a local hospital recently and will be appealing. I've read all the advice on here about the steps to follow and am going to write to the Chief Executive / PALS service for the hospital concerned while waiting for the NtK to arrive (a ticket was left on the windscreen). I was hoping that someone could point me in the direction of a template letter as I'm not sure what sort of details to include?

The best thing to do is to draft a letter yourself, as these sort of letters are mitigation (in that they apply to your personal circumstances) so it's hard to draft a one size fits all letter. If you want to draft one then feel free to post it up and we can offer some advice.0

Thanks da_rule. Just wanted to check whether the letter needs to be more like the template appeal letter to the PPC, or take a more personal approach re. my mitigating circumstances.0

Search for the mr McDonald thread. You'll see in there a load of examples of correspondence I had with a trust. You may be able to adapt some of that for your needs.0

Thanks for all the help. Here's my draft letter to the landowner. Am I right in thinking I include the full parking notice details or will the notice no. suffice? Would I benefit from including details of the circumstances under which the ticket was issued and the reasons the car was parked at the hospital?
Dear XXXX PALS,
I am writting to you regarding a parking notice issued on dd/mm/yy by Car Parking Partnership. As the landowner I would like to appeal to you to cancel the parking notice.
I cannot believe the Foundation Trust is supporting the harassment of patients and visitors by using a private parking company - all they are doing is issuing unenforceable fines and penalties to people who are often already distressed.
The!penalties being issued are for £100 and in no way represent a fair charge. The amount being claimed in the parking notice is not a genuine pre-estimate of loss to the Trust and is wholly unfair.
The vehicle was parked in your car park under emergency circumstances and I feel this should be taken into consideration by yourselves. As such, please can you issue a cancellation letter for this notice.0 -
I would add some personal info to your brief letter.
Why were you there>?
How long?
What did you actually do to get ticketed and why should this not have happened?
Working from the premise that the Trust must have thought there was a need for a PPC, you need to give them some mitigation. (Unlike POPLA, of course)0 -

Is this better? I'm concerned that it'll be seen as an admission and the circumstances ignored. Annoyingly I did not keep the tickets purchased (at huge expense!) to cover the 48 hours or so.

The vehicle was parked in your car park because my wife was pregnant and her waters had broken early. She was admitted on dd/mm and was kept in hospital for 48 hours. Tickets had been purchased to cover the entire period. At the time of the parking notice being issued, we were waiting to see the consultant which caused the current parking period to very briefly overrun. Our baby has since been born premature and is currently being cared for in a neonatal intensive care unit.!
I do not believe !that the current system of pay and display, which accepts coins only, is fit for purpose as it does not give !patients in emergency situations a fair chance. Other hospitals operate a pay on exit system, and allow payment by card, which is much fairer and does not add an unnecessary complication to an already difficult situation.
I feel the circumstances of the situation should be taken into consideration by yourselves. As such, please can you issue a cancellation letter0 -
