I have a TPS pcn, it was a ticket on screen.
I received the notice to keeper to which i put a standard soft appeal in through the post.
Then I moved house two weeks later, I have re-directed my mail but if they have replied it has been lost in the post.
A few days after moving I emailed tps with my new address, stating the pcn number and my new address - to which tps acknowledged the email with their standard template reply. I asked them to reply to my appeal using my new address, however I have heard nothing from them.
If they have sent me a popla code then I haven't received it. It is 35 days since I first appealed. Shall I email them again? is the 35 day limit meaningful in any way for me or just that tps have to respond within 35 days. The alternative is do tps do court? and if not then to ignore knowing that I have emailed them my new address.

Firstly, the PPC should acknowledge your appeal within 14 days, then 35 days is the timeframe for a cancellation or rejection of the parking charge. If the latter the letter should include your POPLA code.
If greater than 35 days is required for the PPC to consider your appeal they should inform you of the delay.
I don't think it was necessarily the best move to inform them of your house move (especially as you have set up a redirect service with the PO) as it gives them a bit of wriggle room to put the blame for non receipt on your redirect arrangements. Anyway, you are where you are.
So nothing from them in the 14/35 day windows - time for a strong complaint to the BPA and the DVLA (addresses in the NEWBIES sticky). This should flush them out and you should then get your POPLA code if the BPA lean on them. You must do this to keep your back covered in case this backfires on account of two potential addresses for the PPC to correspond with you.
In terms of do they do court? Have a look here at the track record of PPC world in terms of litigious behaviour. It's the most up to date as far as I'm aware, albeit getting more dated. It's not a guarantee of anything, but does give an indication.
