Bailiffs banned from using aggressive enforcement tactics

http://www.bbc.co.uk/news/uk-26876432

Sweeping changes to the way bailiffs can enforce the repayment of debts come into force on Sunday.
The new laws include a ban on bailiffs entering homes at night and from using physical force against debtors.
Bailiffs will also be prevented from entering properties when only children are present, and from taking household essentials such as cookers and washing machines........

Most bailiff action I see is in relation to council Tax and the biggest change will be that the most common fee goes up from £42.50 to £310.

I can't see how that's a help to my average client.
