UKPC reply to my appeal - no POPLA - what to do?

I got a UKPC ticket after parking in the Parkhouse Court, Hatfield, Herts car park and failing to display a ticket in my windscreen - it's free for 2 hrs but I didn't see on the sign that I had to display a ticket.

I've started a dispute by replying to the NTK as per guidance in this forum, using the template letter there, however their reply (which is quite lengthy and full of example cases and statements of 'liquidated damages' doesn't state a POPLA code so I'm not sure what to do next. Can anyone help please?

    Write, Dear parking Scammers you were served a notice of appeal dated ****** to which you have replied and failed to offer any Alternative Dispute resolution sevice, which I believe to be POPLA.
    Failure to offer ADR removes keeper liability under POFA 2012 and you are served legal notice of discharge of keeper liability.
    If you disagree with this I shall allow you 7 days grace to issue a correct POPLA code.

    Notice served one working day from postmark, certificate of postage obtained.

    I await your ignorance or your response.
    The Registered keeper of the vehicle in receipt of parking charge number ******

    Personally, I would write back telling them you will report them to the BPA if they don't supply a POPLA code as requested within 35 days of the original request. Send by email and get a proof of postage from the Post Office as well. If they don't, they don't have a leg to stand on and you have your proof.

    "Liquidated damages" where the parking is free, indeed - the brass neck of these parking companies!

    Are you sure there is no 10 figure reference number anywhere on the paperwork ? If there is none then make complaints to both the dvla and bpa as this is a sanctionable breach of the bpa code of practice. The email addresses are in coupons sticky thread.
    When posting a parking issue on MSE do not reveal any information that may enable PPCs to identify you. They DO monitor the forum.
    We don't need the following to help you.
    Name, Address, PCN Number, Exact Date Of Incident, Date On Invoice, Reg Number, Vehicle Picture, The Time You Entered & Left Car Park, Or The Amount of Time You Overstayed.

    I agree - check the BACK of the letter, UKPC have hidden a POPLA form template or code there before, or at the end.

  • I too have received a rejection of an appeal from UKPC with a request for further information and no POPLA code.

    I will be complaining to the BPA Ltd and DVLA.

    Please do likewise.

    The DVLA have already said:

    "The following practices may be considered as Code breaches and must not be continued:
    • Asking the motorist to enter into additional correspondence to obtain a POPLA code
    • Failing to include a correct and/or valid POPLA Code within the Rejection correspondence
    • Issuing a POPLA Code with a date identifier which is significantly different from the date of rejection
    • Appearing to indicate that the issue of a POPLA Code is conditional on driver details being supplied
