if my taxable pay for 2013-14 was £109440 and personal allowance of £9440 reduced this to £100k would i still have full personal allowance or would i lose £4770 of it for being £9440 over threshold before deductions? ie is the £100k threshold before or after application of allowances such as personal allowance/deductible expenses/pension contributions etc

Have a play around with this, it should give you your answer:

If you want to avoid it there is always the opportunity (a very short one) to move money into a pension to bring down your taxable pay, given the marginal rate can be so punitive here.
Edit: it looks like at that level you lose £4,770 of your personal allowance.
Edit 2: I see you have already posted this question on the pension board so had already considered my suggestion: https://forums.moneysavingexpert.com/discussion/4937964Thinking critically since 1996....0
