If the tickets were discounted, people on a tight budget would deliberately choose to travel when engineering is in progress, making the railway busier at the worst possible time for all concerned….

Put your reading glasses on. The journey posed is for a weekend, and there is engineering work on.

They do not do engineering work during the week!

    Try reading what you write.
Trains are good or transporting people en mass to major conurbations for work. Outside of 7 to 9 and 4 to 6 on weekdays, forget the service!

Perhaps if you explained that in your world anytime "Outside of 7 to 9 and 4 to 6 on weekdays" is considered the weekend, then you may make more sense to normal people who don't think that 2pm on a Tuesday afternoon is the weekend.

I watched an item on the telly about the railway at Dawlish being repaired, which will be back in service by this weekend.

The whinge in the blog is indeed a injustice - try having some sympathy for would be rail travellers who have been worse off for a lot longer, and stop being so self-indulgent.

Better still - go away and read all the relevant MSE aricles about knowing your rights. Engineering works timetables are published well in advance.
