Late council tax rebate, can i claim statutory interest ?

I have been chasing up a council tax rebate from the beginning of the year. I was very patient with it i've chase it 3 times, leaving roughly a month between each call.
After the last call i had to raise a complaint as they were rather unhelpful and tried to blame me for not receiving the cheque and being given the wrong information in the last phone call.
In my complaint i have request that statutory interest now be added to the debt (purely because i was so annoyed with their terrible customer service)

The daily interest at 8.5% works out at a few pence a day so i't not going to be huge, but i am just wondering what date it should be calculated from?
I called on the 3rd of January to let them know i had moved.
And i made my first call to chase the rebate on the 27th of Jan, where i was told they would action the rebate.
so does it go from one of these dates ? (plus 30 day?) or another date?

    There's nothing in council tax legislation regarding interest payments - you'd have to either ask them to pay it as a gesture of good will or take them to the county court.
    I no longer work in Council Tax Recovery but instead work as a specialist Council Tax paralegal assisting landlords and Council Tax payers with council tax disputes and valuation tribunals. My views are my own reading of the law and you should always check with the local authority in question.

    I'll be very surprised if they pay you this, it's your city council not some private firm.
    I expect all you will receive is a letter of apology for the delay.
