Starting in July people are free to make copies of DVDs, CDs and other types of media, as long as it’s for personal use.

They are free to make copies of their own CDs, DVDs etc for their own personal use.
Just need to be a bit clearer, doesnt allow people to start distributing them, just clears up the silliness that in theory if you bought a CD you'd legally have to buy it again as a download if you wanted to put it on your MP3 player/ computer
Wont make a snowballs difference as (1) few people knew it was illegal and (2) almost exclusively people have taken a sensible approach.
If you sell your property in one format you have to get rid of the others too0
