i have accumulated a balance of approx £11000 into my pensoin including matched donations from my employer, can i cash the account or is it not possible to do this as i could use the money to pay off debts and start again with my pension as im only 27.

Once money is in a pension it is there until retirement. You cannot touch it before then. That is why the Govt give tax relief on it and tax free growth.I am an Independent Financial Adviser (IFA).
