Aged Debt

Hi,

My brother has just asked if I can help him with a predicament he finds himself in;

He just received a bill for a service (after school care) he accessed one and a half years ago. Theyve lived in the same place and no contact has previously been made about the bill. He believes there is some rule that says you dont have to pay a bill if its older than a certain age? I googled it and found a few things relating specifically to Energy companies but nothing that was within context.

Any ideas?

    Statute of Limitations gives 6 years to collect the unpaid bill befor it becomes statute barred
    Unless there is something specific relating to this type of debt it sounds as if it is due and payable
