£20 per month for disposable income?

I went BR in Jan this year. I seem to remember the figure of £20 per month being allowed for disposable income over and above money required for essentials like food, rent, utilities, etc.
Am I allowed to spend more than £20 per month on whatever I want provided that I take it from the money allocated for essentials like food etc?
