comparing natwest mortgages

Hi, can anyone advise if my interpretation of the NatWest mortgages below is correct, we are currently with NatWest and our deal is up at end of May
it was comparing there 5 year fixes and my thinking is that over the 5 years ( if you add the product fee to the mortgage) the higher rate at 3.7% works out cheaer. Am i correct?
NatWest 5 year fixed at 3.45%, product fee £995.00

NatWest 5 year fix at 3.7% - no product fee

Clearly if i was able to i would pay the product fee and not put it on the mortgage in first place, but cannot do this at the moment.
The remaining mortgage is £96618 with 20 years to run.

You are correct. The fee has a variable impact depending on the amount borrowed. The larger the mortgage the more attractive the lower rate of interest is.0
