Parking eye letter before action

Could anyone please help?
I have received a PCN from parking eye for parking in a legacy hotel car park. I was in the car park for 20 odd minutes attending an event. I swear I didn't see any signs so appealed on that basis. This was rejected. I was then told to appeal through popla. I forgot to do this (I'd just had a baby and rightly or wrongly this fell to the bottom of the pile). I have now recieved a letter before action giving me 14 days to pay before they take action. I have since contacted the landowner who state there was adequate signage however if I'd have entered my registration at reception I wouldn't have had to pay for parking because I was attending an event. They are liaising with parking eye to try and get the fine cancelled (although they said they can't make any promises). However 14 days is up today and they still don't have a decision. They have told me they should have a decision in the next 24-48 hours and didn't seem too worried about the 14 days being up.
My question is what do I do? I can't phone parking eye any explain because every phone number is just an automated payment line. I could email them through they're appeals section? Do I ignore it for another 24/48 hours and wait for legacy? Or shall I just pay up in case legacy are unsuccessful and I end up havibg to pay court costs?
I'm sorry if this is a stupid question or if it is answered elsewhere I'm just a bit worried about this and have a lot going on with the baby as well! Stressed!
Thanks in advance
