Really fusty smelling clothes

DH has been clearing out his stuff from his family home and come across a bag of clothes he wants to keep. They have been sat in a disused bedroom for 17 years and smell damp and musty, and also of smoke (his dad was a 60 a day man).
I've run them through the wash with fabric conditioner and they smell just as bad as they were before. Any ideas how to get them smelling clean again?

Baking soda? I've never done it myself but baking soda absorbs smells, and if you google it a lot of sites come up. Might be worth a try.0

Put a small scoop of soda crystals in the wash with your laundry detergent, and wash on the hottest wash possible for the fabric. Dry outside. And repeat! Persistence will win in the end!:) Or you could try soaking the clothes for 24 hours in soda crystals first, then wash as above.0

White vinegar is also good for neutralising the musty smellBlessed are the cracked for they are the ones that let in the light

Am I understanding this right - these are clothes he hasn't worn for 17 years and he wants to keep them? Sounds like my husband!0
