Now, they seem to be ignoring the no phone agreement. I have just got an email saying they have tried to phone me and could I phone back. Nope - requested a written explanation as to why they think this behavior is acceptable.0

Have you broken any agreements that you made with them? If you have, then they have perhaps taken the (reasonable) view that they won't any longer stick to their side of the deal either.
That would not justify harassment, but would mean that you perhaps dont get to tell them how they try to contact you.
