alternative to Styrofoam

Hi,
Hope this is in the right place! Looking for a bit of help, I'm making my dd's birthday cake & want to put ice skates on top which I will make from gum paste. Just had a look online & someone has made them using Styrofoam as the filler rather than cake. I like this idea, suggested to OH & he said.. mmm not a good idea it's poisonous! It can 'leak', use something else! I did mention throw away cups are made from this & he said nope it's different! So I am looking for a safe alternative!
