Can't cancel order - why?

I placed an order online for Maplin. I then realised one of the items I had order wasn't exactly what I'd wanted. So twenty minutes after ordering, I called them up requesting to cancel the order. I was told that I can't cancel an order once it has been confirmed. But what I can do is refuse acceptance when it is delivered and it will be returned to the warehouse and I'd get a refund.
Surely this can't be right, requesting to cancel - the goods have not been dispatched. What happens if nobody is home when the package arrives and the delivery driver leaves it with a neighbour or takes it to the sorting office?

They are fine to do this but then you can return the item under the distant selling regulations. If stated by their terms and conditions you will have to pay the return postage.0 -
What happens if I change my mind?
Delivery:
"Now!" – unfortunately we are unable to cancel this type of service as the courier has already been despatched
"When?" - As the Shutl delivery service is very fast there is only a limited amount of time to change your mind on the delivery service. Once a Shutl delivery order is confirmed and the carrier is despatched, it is not possible to cancel the delivery. If for any reason you need to cancel a delivery, the best thing to do is contact the Maplin customer care team as soon as possible on 0844 557 6000 (available Monday – Friday 08:30 to 20:00, Saturday 09:00 to 17:00 and Sunday 10:00 to 16:00).

In the event of cancellation: We will charge the quoted Shutl delivery cost again to return the item to the store.
Did you ring the above number? I would ring and speak to someone else or ask to speak to a manager their delivery service can't be so quick that they are looking at dispatching within 20 mins if you are using the when delivery service rather than the now.
In their returns policy they mention a handling fee as well as you paying postage so you want it stopped before it is dispatched if possible.0 -

An order placed online is covered by the Consumer Protection (Distance Selling) Regulations 2000. The above link explains what it is and your rights.
A retailer cannot impose a handling fee or restocking fee or similar for any order cancelled under DSRs. They must also refund all monies paid.0 -
