Yes & no. The dongle will (almost certainly) be locked to 3, however, Samba piggyback on 3 (Ovivo is Vodafone). So, you'll need to get it unlocked for Ovivio and may not need to for Samaba. Your dongle may well be a Huawei so you could get it unlocked for free here.

Did a Science degree but was allowed to do an English course as part of it. It was delightful. It's really important that everybody reads "1984". IAnd I mean really important at all levels, not just so you know what Big Brother and Room 101 all mean.;)
