    No it doesn't. Public spending per head is about 20% less in England than it is in Scotland, Wales or NI. There is less money to spend in England per person.

    Plus spending decisions in England are made by the UK parliament. For instance when the last govt broke it's promise and raised tuition fees in England (top up fees), they only got it through thanks to the votes of Scottish MPs, whose constituents weren't even affected as they get free tuition at university.
