No it doesn't. Public spending per head is about 20% less in England than it is in Scotland, Wales or NI. There is less money to spend in England per person.It doesn't work like that. Spending decisions are devolved to each of the four countries. They all have their own budgets and they can decide what to do with it. Scotland and Wales have decided to use some to subsidise car parking and prescriptions, but England doesn't.
So England has more money to spend elsewhere.
Plus spending decisions in England are made by the UK parliament. For instance when the last govt broke it's promise and raised tuition fees in England (top up fees), they only got it through thanks to the votes of Scottish MPs, whose constituents weren't even affected as they get free tuition at university.0
