I successfully claimed a refund on my council tax due to being placed in the wrong band.
Since Water Rates were based on that original band as well, should I be able to claim a refund on them?

Unless you're in Scotland, water rates have no connection with CT bands.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0

Well as I understand it Water Charges were originally based on Rateable Values.
Water Statements say they were set up in 1990 by The Valuation Office "Based on the size, type, general condition and location of the property."
They say they are not allowed to change them - but then that's what the Council said about Council Tax.
If the rateable value was wrong then it follows so is the water rate.
I've just checked what I would have been paying if on a water meter as opposed to the current situation and it works out at £350 as opposed to £750.
They have given me a £5 discount which is an insult!0 -
Council Tax and the old domestic rating system are not connected, they are based on completely different criteria. A reduction in your CT band does not automatically mean your old Rateable Value should have been lower.
The General Rate Act 1967 which brought into effect the Rateable Values used by water authorities, was repealed with effect from 1 April 1990. The Rateable Values used by water authorities are from the period 1 Apr 1973 until 31 Mar 1990. As the GRA 1967 has been repealed, this means that there is no mechanism for altering any RV from that period.
What you were told was correct, even if it was wrong your RV cannot be altered. I'm ex VOA and have had to explain this to many people over the years.
Regarding the savings you would have made by using a water meter, this has been well publicised by water companies for many, many years. It is not their fault if you chose not to have a water meter.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0 -
