. There is no way they would just divide the annual amount by 12, .

Why not? That's how my London Pension Authority pension is paid.
    Just like any salaried job.

My salary for 14 years 1998-2012 was paid every 4 weeks. The double month was always December, which some people found helpful.

It's really a problem only for anyone living hand to mouth, and unfortunately they are going to be caught out anyway unless they budget properly.

Because, at present, the entitlement amounts (for most if not all) benefits is laid down by HMG as weekly amounts. See here https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/275291/Benefit_and_Pension_rates_2014-15.pdf

If they change people will (they really do!) complain that they have lost the few pence as the weekly / annual amount they get paid isnt what they expect due to rounding.

Having got themselves into this position it is difficult to get out. Benefit rates are not, usually, divisible by 7.
