Excel pcn swansea

Hi,
I received a pcn from excel for not parking within the lines. They sent a letter with pictures which shows my vehicle out of a space.
I sent them an appeal stating that the bays are not clearly marked as there no lines just T shaped markers. The car pack is also gravel making it very difficult to see.
They rejected my appeal and said I could appeal to popla. I foolishly didn't do this as wasn't very clued up. They have now sent me a letter giving me a last chance to pay. If I don't the letter says they may begin legal proceedings.
Is this any different to the other parking charges on here in that its related to parking in the lines?
What should I do next? Not sure if its to late to contact popla as in the letter that I had the option to appeal to popla but have chosen not to?
Any advice would be much appreciated.

you had 28 days to appeal to popla and failed to do so, all you can do now is ignore it and then deal with any LBC or court papers
in the meantime, try to get the charge cancelled by the landowner which you should have been trying to do since day one

Its highly unlikely to go beyond junk mail, just ignore them unless you get a letter before claim, or a small claim. Debt collectors letters can be ignored! Where in swansea was this, I would like to pay them a visit? It was in SA1. I think they own the land. They have signs everywhere. Your not allowed to stop on the road at any time according to the signs

Where they knocked down that old office building yes ? You don't need to know who the landowner is - they won't cancel this whereas retailers might have done. You are too late for POPLA then it seems, what a shame to waste that code if it's over 28 days old.
So just read the sticky thread about your options if 'too late to appeal' which is basically respond or ignore (but it sounds as if you already have their final 'before court claim' letter so DON'T ignore!). If this goes to a small claim it would be defendable on similar grounds that you will have read you SHOULD have used to kick it into touch at POPLA.
You've made it all quite a bit more stressful for yourself than it should have been - but if you have to defend a small claim please don't think it's impossible - we can and do help! KEEP ALL THE LETTERS IN A FILE AS THE EVIDENCE/DATES MAY HELP YOU LATER - THEY HAVE SIX YEARS TO MAKE A CLAIM, IF THEY DO. THAT IS NOT A REASON TO PAY!

What a waste - you both (that poster and yourself) need to read up on the 'LBCCC Fightback' sticky thread linked under Crabman's 'parking stickies' post, top of the forum. Sounds like you both have Excel's version of a Letter before Claim which you MUST formally acknowledge and then respond to robustly, as zzzLazyDaisy explains in her thread.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
