The actual position is, that HMRC were able to negotiate a deal with the telecomms provider which ensured that they got the best possible telecomms services at a rate which kept those telecommunication costs to a minimum as the telecomms provider took into account the profits THEY would make from the 0845 listing.
I will also mention at this point that it is not HMRC who set the cost of the call, it isn't even the telecomms company who provides HMRC's telecomms services that sets the cost of the call, it is your own telecomms provider who sets the price of each and every call you make. There was nothing stopping those providers including 0845 in their call plans, therefore making these calls cheaper, or even free. For instance I pay £1 a month to my mobile phone company for 200 minutes free anytime calls to 0845/0800 and 087 numbers each month.
BT include 0845 numbers in some of their inclusive call plans.
So, despite your attempt to mislead and suggest HMRC were 'raking it in' at the taxpayers expense, the truth is a somewhat different story.
The majority of Government departments now use 01, 02, 03 or 0800 numbers.[SIZE=-1]To equate judgement and wisdom with occupation is at best . . . insulting.

And, why, may I ask, did they do this? The only thing that is constant is change.0 -
Thanks for the replies, I think I'm going to do a snail mail query to HMRC asking for advice. Phone is not and option due to my health condition.0

I decided to wait until my latest P60 arrived so that I knew exactly where I was before contacting HMRC. I have as much information as I'll ever have. Problem is I have spent the last 20-25 minutes on HMRCs website trying to find their damn address and be !!!!!!ed if I can see it!! For some bizarre reason I'm getting the feeling they don't want to be contacted!!! Can anyone help with finding out an address to send a query and a form R40??0

I'd follow the advice at the bottom of this page.

But as I pointed out in post #3 HMRC use an 0300 number, and have done for at least the last 15 months (which was when I last called them).
0300 numbers are not free. It's a geographical number range. 0845 numbers are charged at local rate. Both may be inclusive at certain times on your particular call tariff. If you fold it in half, will an Audi A4 fit in a Citroen C5?

At no point did I say it was free (during the discussion 2 months ago, try to keep up won't you?). My response was to the comment that HMRC were making money on the calls, which they aren't if the 0300 number is used.0
