I think it is issued after completing this.

Maybe they post the card out?

I just logged in & asked for a new card.The email link has the insider user number in it.

You will receive your new card at your registered address within the next 15 working days.

In the meantime we have emailed you a temporary pass which will allow you to continue taking advantage of your Insider membership.

When checking your email please also check your junk folder, if you have not received your temporary pass within 24 hours please contact [EMAIL="insider@national-amusements.com"]insider@national-amusements.com[/EMAIL]

There is a confirmation email sent when you sign up - the number is in that

I just signed up to the link weeowens posted, and I was sent a temporary pass. I think the number on the actual card you receive will be the same.
