CP+ Mobile app didn't take payment

Sorry to start a new thread - I have read the stickies and some of the newer posts but nothing seems to cover my situation.
I parked at Ascot railway station (SWT) on 14 Feb and downloaded their mobile app for payment, filled in my details and hit the pay button.
When I got back to my car their was a PCN (quoting railway bylaws) that I had failed to display a valid pay and display ticket.
I immediately contacted them (I hadn't read the forum and thought that I had paid) to tell them that I had paid using their mobile app. They responded yesterday to say that they had received no payment and that I now had another 14 days to pay the reduced charge of £50. Stating that it was my responsibility to ensure payment. I have checked my bank account and payment was not made through the app.
I don't know how to proceed because:
1.) I have identified myself as the driver
2.) I genuinely believed I had paid - their app failed but gave no feedback to me about the fact that it had failed so I'm not sure how I was meant to ensure payment is made when a payment mechanism that they provide (their app) fails to take payment or provide any feedback.
Any help would be greatly appreciated.

Don't panic. You just need to follow the process to capture a POPLA code and this will disappear. The process is not really dependent on circumstances. Once you have an idea of what to do, check back here and people will confirm you are using the right word.
Don't worry about identifying yourself as driver, that is a technicality designed to give an extra layer of protection, having revealed yourself you still have the tools to win this unfair charge.

I'd like to ask a favour. Without specifically referring to the details of your incident, why not email OFT with a complaint that this app gives no proper feedback as to whether the transaction has worked and so it is unfair for the parking firm to claim you are in breach of contract when you have no means of checking the results of a transaction. I've made a complaint on a similar issue and if we make enough complaints OFT might force these registration systems to give proper receipts so you can tell whether the transaction has gone through and prove it afterwards. You are totally dependent on the honesty of the firm - and the reliability of their software.0 -
If this is a bylaw ticket it will be different to a parking charge notice. Some questions on this
1) does it mention penalty charges?
2) who is the appeal and payment to?
3) what does the signage on site say?
4) does it mention pofa 2012 or keeper liability?

Even if the ticket mentions bylaw 14 dont panic, there are a few options open to you:
as above does the ticket mention penalty?
is popla given as an option?
who should you pay? south west trains or CP plus?
Do CP plus operate trains at this location- in other words are CP plus a TOC ( train operating company )?From the Plain Language Commission:

So which is it, what are CP Plus pretending they have issued? Look at the name of the PCN. We are NOT saying to pay either of them but we need to know which it is. CP Plus are the only PPC we know who issue actual 'penalty notices' at stations. And yet we then know they don't bother to pursue them under bylaws, don't bother to even check if the bylaws cover the 'contravention' and then they dump them in the hands of Debt Recovery Plus who just send letters!
No POPLA will be made available for a 'penalty charge' - if it is one - this is pretty unusual and only occurs with CP Plus at stations...as you can see we have a few threads running about them already and no-one has paid of course.
CP Plus in the case of a 'penalty charge notice' are muddying the waters and avoiding POPLA and this is something that needs complaints (but on the other hand may be best for you to keep quiet about now until the 6 months are up!). THEN COMPLAIN TO THE TOC AND PASSENGER FOCUS!!PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
