Sorry, but your post is too long and complicated to be able to work out what it is you want to know.
I think if you can summarise the main points and let us know what your question actually is (as opposed to letting off steam about CSA mistakes) you're more likely to get some useful answers.All shall be well, and all shall be well, and all manner of things shall be well.

Not my area, so I can't offer any help I'm afraid.
Bear with it though, as I'm sure someone will be along with some proper advice soon. Some bits of the forum are can be quiet at times, so don't worry if you don't get an instant response, but there will be an answer at some point I'm sure.

Yes they can, as it is classed as income, also it is for your partner to sort not you. the he said she said doesn't work in law, cases are based on fact black and white.0 -
Child tax credit is treated as the income of the NRP.
When he was originally assessed you will have had letters explaining how the liability is reached. Unfortunately the CSA cannot make weekly assessments for parents who's earnings fluctuate - an assessment is made and it is the responsibility of the parent to notify the CSA if they think a change has occurred. The fact that the DEO failed to collect does not mean the CSA has made an error.
If you did report a reduction in income then the CSA is required to deal with that from the date you notified them.0
