Council Tax Band On A New House?

I am just wondering if anyone knows how council tax bands are worked out on new build properties?
I believe the band in my new property will be a B but I concerned it may be a C and personally believe it should only be an A.

On a side note does anyone know why/what is a band A- in the council tax bands of the local authority (Barnsley)?

    CT bands are calculated in the same way for any property, in England and Scotland what it would have been worth, had it been in existence in its current form as at 1 Apr 1991. For Wales the date is 1 Apr 2003)

    Band A properties are those worth £40,000 and below. Look at you council website, it will tell you the current amount payable per band, but this may well increase for the next financial year (1 Apr 2014 to 31 Mar 2015).
