Water board bill

Hi guys wonder if you can help?
I've just received a relatively large bill from the water board for my previous property. This bill was actually named on a DRO that I have been recently discharged from. They have asked me for a notice of discharge but I haven't had one and I'm under the impression that you don't get one. Any advice? They are being very helpful FWIW.
