    How much was the loan for? Usually, lower values have higher APRs. Could it be that the advert has small print where the 4.9% applies to loans over a certain amount?

    They only have to apply the 4.9% rate to 51% of successful applicants. If you didn't like the rate you were offered, you could have refused to take the loan.
    I used to think that good grammar is important, but now I know that good wine is importanter.
