The height is a different matter to the overgrowth into the garden.
The High Hedge Law was brought in to deal with this problem but it costs money to start proceedings.0 -

No, because there isn't a law saying that a hedge owner isn't responsible for cutting the neighbour's side! Laws are usually made to tell people what is expected of them, not telling them what they don't have to do.
After a lot of campaigning, the High Hedge legislation was brought it. Before that, there was no obligation on a hedge owner to keep a hedge to any specific height. Even with the new law, each case is looked at individually.
I've searched the web but I can't find anything relating to NI that says the owner has to cut both sides of a hedge.0 -

Just go ask the neighbour to cut them back. You never know, they might just say yes, so problem solved.The person who says it cannot be done should not interrupt the person doing it.0
