bank accounts after IPA ends

Hi All,
Pre-BR we had ccs with Bank of Scotland and Halifax, once we are out of the IPA, in 73 days:j, do you think it would be okay to try and open a basic a/c with the TSB (Lloyds seem to have disappeared from Scotland)?
Given that the debts were included in the BR do the banking group have any rights to seize any funds from a new a/c or indeed a child's a/c if one of us was a joint a/c holder with them?

The presence of an IPA is irrelevant, I suspect.
What matters is the Discharge [Automatic after 12 months from petition]
Apply if you wish. If you are turned down, appeal.
Or, go to BArclays?
