Query re IPC Magazine Request to Complete Declaration B4 Awarding Prize

I appear to have won a prize with Woman's Own for a holiday (woo hoo :j) but within the body of the email it said
"However, before we can award such a prize, we have to be certain that your entry complied fully with our rules and instructions. To this end, I have attached a declaration form, which I would ask you to read carefully and confirm that all the statements meet your case. Please return the completed form via e-mail as soon as possible to enable me to pass your details on to our sponsor.
If, for any reason, you are unable to confirm all details as being wholly and legally accurate, or do not wish to accept the prize, please confirm via e-mail, giving the relevant details.
Would you please note that it is IPC’s policy to collect all declaration forms from winners/runners up before notifying the sponsors."
Just wondering if this is a new thing? I've won in the past with IPC magazines but didn't have to complete a declaration before they awarded the prize.
Any help/advice/clarification would be appreciated.

I won a big cheque with them once and they sent me a form to fill out too! I how won quite a few smaller prizes with them and never had forms to fill out for those - must be just for their bigger prizes! I too had to fill in and sign their declaration for large prizes, It was some years backClose your eyes and tap your heels together three times and think to yourself There's No Place Like Home.0

I've had to fill in the forms before as well xplease be a responsible pet owner & spay/neuter your pets, too many strays & not enough homes for them sadly.0 -
i won a portugal hol in december 13 and had virtually exact email, same sept 13 when i won £1000.00.
(i got tickets 3/4 days after sending details, cash took 6 daysish.)Still comping, after 2 heart attacks 4th feb & 6th feb, and a stent put in.. 45 years old only:eek:0 -
I won a £1000 bed with Womans Weekly and I had to send off a form that said exactly the same :-)
