Which is why it's imperative the policies should be signed off and ratified with H&S reps/committee.
In terms of the op's husbands position...from HSE
Ladders were involved in 7 fatal accidents last year
Nearly 100 workers a month are seriously injures following a fall from a ladder
For anyone injured it may be more than your job that’s affected and for anyone who is self employed it may be your business.
In January 2006 a maintenance worker from South London fell from a ladder that was too short for the job. He fell from around head height and suffered a broken arm and a damaged leg. The local authority prosecuted the company and the court has recently imposed a fine and costs of over £45K. The worker has not worked since and is still undergoing treatment for the injuries he suffered.
You'll get some good stuff here...http://www.hse.gov.uk/falls
Management have a responsibility to have a safe system of work...it's law not optional.
Has the employer attracted an interest from the HSE in the past...http://www.hse.gov.uk/notices/search/advanced/default.asp
Has the incident been reporteed to HSE...http://www.hse.gov.uk/riddor/Don’t be a can’t, be a can.0 -

I fully understand this and if the shoe was on the other foot I would probably be coming here to talk of my nasty staff;)
