Also, not sure about stopping a cheque that has been backed by a cheque guarantee card. These will, I am sure still get paid if presented.

The total repayable for a loan of £200.00 over 4 weeks is an incredible £226.00 which I feel is extortionate.
No it isn't. For this kind of sub-prime lending it is actually not bad at all. Tell your friend to pay it, put it down to experience, and learn from it. Just be glad it isn't a whole lot more.
