If an mbuy is still off at nine pm, I'd go shopping then than go before and inevitably have my APG waiting period cross the 8/8.30pm divide during which the mbuy is likely to come back on. Even if shopping post-9pm (maybe there's an APG watershed?:rotfl::rotfl:) crosses into a new day - though that's less risky I more recently feel.
