I agree - the tribunal fees system is very unfair. Doesn't stop you at least threatening to bring a claim though!
You could also try to engage ACAS who may talk to your employer - have a google to read about their free services.

Great idea. If Sarah is a member of UNISON they may agree to pay her fees if they agree she has an arguable case (to be repaid by the employer if/when she wins).0

Your girlfriend should send a letter to her former employer explaining in detail what she thinks is still owed and why. At least 14 days notice should be provided for the employer to pay the money owed (or dispute the claim), although if it is known that the employer runs payroll say once per month, I would be inclined to allow the employer until the next scheduled payrun to pay the money claimed but ask for confirmation within 14 days the money will be paid. Explain that if the money is not paid, she may elect to take legal action without further notice.
Then if nothing is forthcoming, she should initiate a claim on moneyclaim online.
A £500 claim will initially cost £35 which is automatically added to the amount claimed.0
