Employer contract..and handbook not part of contract..

Hi, would anyone know if the employees handbook says this...This employee handbook outlines our employment principles and policies. This is a non-contractual document. Your contract of employment has been issued to you separately.
That basically the employer doesn't have to follow the policys in it and then its not a breach of contract.
Story behind it someone at work has recently got disciplined to a written warning. I went in has his work place rep. And clearly the policy wasn't followed. We highlighted this and was told has its not in the contract of employment. They dont need to follow it. and that they wont be in breach of the ploicy.

The contract of employ will probably say "You must follow the procedures and guidance as given by your manager or detailed in specific work instructions or handbooks (which can be changed at any time)"
So effectively everyone needs to treat the latest handbook as part of their current contract, both employee and employer ? Have I got that wrong ?0 -
So do they have an explanation of what the employee handbook actually is for it they don't have to follow it? Presumably the employees also don't have to follow it in that case, so it seems like a waste of paper.0
