A MEF doesn't have to be issued under the 2003 scheme either - first contact can be by telephone. However, they cannot backdate any earlier than either the first successful telephone call in which you were notified about the application, or a MEF was posted, whichever was earlier. So, if the first call was some time between Feb and May 2013, they can backdate the initial calculation to at least that date. If they'd sent you a MEF before then, even if you didn't receive it, they can backdate to when the MEF was sent. The calculation would be based on your earnings as they were at that first contact. If you have never received the calculation letter telling you the income amount it was based on, ask them to send it again.
As you didn't tell the CSA about your change in hours and earnings until January, they won't basckdate the change in the amount to November. This is because they only take account of income changes from the date they are told about the change, not the date the change occurred.
As for minimums in terms of arrears, the only legislative absolute is that if the CSA collect by DEO, they cannot leave you with less than 60% of your net earnings. Anything else is at their discretion. There is no law you can use to force them to accept payments over a longer period; and it is worth noting that there is nothing within the law that can compel them to take less than 40% of your net income by DEO. I add this, because if they have agreed to a lesser amount, they have already accepted less than they are legally able to deduct.I often use a tablet to post, so sometimes my posts will have random letters inserted, or entirely the wrong word if autocorrect is trying to wind me up. I think back when this case was set up only applications with three or more kids were put on the 2012 scheme so it's probably CS2.0

I shall be going to the citizens advise shortly and run a few things by them, the above being one. Hopefully be able to get something sorted out. After all its not the regular payments I have an issue with but the back pay side of things.0
