If you were offered a car at 30% below market value would you expect the seller to put new brake pads on?
Ok, I'll feed the troll.
If I had paid for the car 3 times over in rental costs and came to purchase it as 30% off the market value. I wouldn't expect fancy new brake pads, no. But if they sounded funny I'd like them checked before putting my children in the car!

I'll be a bit more clear. I'm going to re-do all the ceilings either way, IF if isn't asbestos then I'd scrape it and skim. However, if it IS asbestos then I'd re-board over it then skim as apparently skimming over it is risky (might crack, crumble years later)
So, I was hoping the council might have a simple Yes or No answer to save me time. From what I've heard thus far I'll be better off sending off samples and waiting. Better safe than sorry0 -
Reading all this stuff about asbestos in the artex has me slightly alarmed. So are we to assume that buying any older house (i.e anything built before late 80's/90's) with artex ceilings is quite likely to have asbestos in them?0

This is exactly where I'm at, I had NO idea until it was pointed out to me.0 -
But why would you be scraping off the Artex to then get it skimmed?
Most would just skim straight over it after ensuring sealed with a pva 'wash'... much less time spent for no discernible difference..
Even scraping off Non Asbestos based artex would be annoying...
If theres cracks or movement on the boards above it may be better to just use battens \ overboard so less likely to happen again...0 -

I could well be wrong on that, I'm just going off what I have read online from apparent professionals. They knock the hard sticky out bits off before the skim so it bonds better.

I had no idea that asbestos has been used in some forms of artex.
When we moved into this house, most of the ceilings and some of the walls had been artexed - mostly different designs!
Our decorator only prepped some of the ceilings - those that had particularly large or long swirly/pointy bits.0
