NHS Dentist "used up their quota" - advice please

Hey all,
Hope this is the right place for this question.
I actually used to be a dental nurse but its been a fair few years so I'm not sure if things have changed in that time.
My brother went to see his NHS dentist yesterday and he needs a crown - it would cost over £600 with the same dentist to do the work privately so he said he would rather go NHS (he is currently out of work due to losing his sight because of his diabetes so cannot afford £600)
The dentist told him that he had used up his quota for NHS work until April and so could only do it privately.
I never came across this issue when I was dental nursing and was wondering if this was new or if the dentist is just trying to increase his private earnings?

Since 2006 an NHS contract has been capped to a certain number of 'units of dental activity' or UDAs.
Some practice's struggle to reach their 'target' others get through their allocation a bit too quickly and this problem often arises in the last month or two of the financial year.
He might well find another NHS practice which is panicking to complete it's contract (as penalties are imposed if they fall short) and would happily take him on.How to find a dentist.
1. Get recommendations from friends/family/neighbours/etc.
2. Once you have a short-list, VISIT the practices - dont just phone. Go on the pretext of getting a Practice Leaflet.
3. Assess the helpfulness of the staff and the level of the facilities.
4. Only book initial appointment when you find a place you are happy with.0 -

I didn't realize you could get dental work for free?
I'm really annoyed because my midwife didn't give me the free NHS card that lasts a year when your pregnant and I keep getting sent to and fro about getting one...technically I should get dental work free on the card but without it I can't..
Edit: Ah I googled it...will push on getting that card sorted

It's only dental treatment provided on the NHS that you get free whilst pregnant, one year after birth, private treatment you would still have to pay for.
Its a mat b1 you need, if you haven't got it yet it's not a problem the dentist can tick a box to say they haven't seen proof and the NHS may check up later.0
